Adjustments of measurements were not made during progress of works, but all measurements of hidden work were taken, and notes were made on drawings of all variations.

When early in 1909 Mr. Fisher wished to work up the measurements he was not allowed to do so; and the first opportunity he had was in August 1912.

Adjustment was started 12th August, 1912.

Up to 30th January, 1909, he had not sufficient time to properly work up his monthly measurements for the purpose of final accounts.

From 15th June, 1911, when contract was taken over he had no time to adjust accounts for final payment until 12th August, 1912, as above.

He has not only to take off dimensions of quanti- ties but to check squarings and abstract and bill.
